Why is Chilean Nitrate not considered organic?

Where can I find information and reasoning as to why "The Organic Land Care Committee has maintained a different position than that of the National Organic Program about the highly soluble, mined fertilizer sodium (Chilean) nitrate." I would like to be further educated of the concerns about this product
